Komitmen dalam Pengurusan Kualiti di Sekolah: Konsep dan Kerelevanannya (Commitment on School Quality Management: Concept and Relevance)

Abstract


Pelan Pembangunan Pendidikan Malaysia (2013-2025) telah memberikan fokus terhadap standard kualiti pendidikan antarabangsa dalam melaksanakan pembangunan pendidikan negara. Isu utama dalam melaksanakan pengurusan kualiti adalah sejauhmana pengurusan organisasi dapat memberi implikasi yang sangat kuat terhadap kejayaan pengurusan kualiti. Oleh itu artikel ini akan memberi penekanan terhadap komitmen sebagai elemen kayu pengukur dalam standard kualiti pendidikan. Elemen komitmen merupakan item yang sangat dipentingkan dalam pengurusan organisasi kerana kecenderungannya untuk mendorong kecemerlangan dan kualiti dalam organisasi akan dicapai. Dalam hal ini, faktor organisasi akan diberikan penekanan melalui perbincangan analisis kandungan yang telah dilakukan oleh pengkaji-pengkaji pengurusan dan kualiti dalam pembangunan pendidikan. Hasil dapatan daripada tinjauan kajian lepas mendapati wujud kepentingan dan kerelevanan penekanan terhadap komitmen di sekolah bagi memastikan sekolah mendapat manfaat daripada pelaksanaan sistem kualiti di sekolah. Dapatan awal mendapati terdapat beberapa sebab yang mendorong kepada keperluan komitmen dalam pengurusan kualiti di sekolah. Antaranya kualiti secara realitinya berkait rapat dengan konsep hubungan berbanding dengan matlamat yang hendak dicapai. Oleh itu konteks tanggungjawab kepengetuaan yang ditekankan dalam dokumen Standard Kualiti Pendidikan Malaysia didapati tidak mencukupi jika tidak dikaitkan dengan komitmen. Sehubungan itu, artikel ini akan menjawab keperluan dan kerelevanan komitmen pengetua dalam pengurusan kualiti di sekolah. Dapatan kajian berdasarkan tinjauan karya lepas menjelaskan bahawa komitmen sangat diperlukan bagi memastikan sekolah mendapat manfaat daripada pelaksanaan pengurusan kualiti di sekolah.

Abstract

 

The Malaysian Education Development Plan (2013-2025) has focused on the quality standards of international education in implementing national education development. In the effort, the school management has to be concerned and ready to actively play its role to ensure that the goals outlined are achievable.Therefore, this article will emphasize on commitment as a benchmark element in the education quality standard. The element of commitment is the most important item in organisational management due to its inclinations to drive excellence and quality in the organisation.In this regard, emphasis on issues of commitment and its relevance to quality management will be discussed based on content analysis conducted by management and quality researchers in education development. The findings of the study found that there were interest and relevancy of emphasis on the commitment in schools to ensure that the school benefited from the implementation of a quality system in the school. Early findings found that several reasons which led to the needs of commitment to quality management in schools.Among these is that quality, in reality, is closely related to the concept of a relationship compared then goals to be achieved. Therefore, the context of the principal’s responsibilities emphasized in the Malaysian Education Quality Standards document is found to be insufficient if not associated with commitment. In this regard, this article will answer the needs for and relevance of the principal’s commitment to quality management in the school. The findings of the study were based on a review of the previous writings explaining that commitment is needed to ensure that the schools have benefited from quality management in the schools.
