Ketaatan beragama dan salahlaku pentadbiran dan birokrasi dalam kalangan kakitangan awam di Kota Pekanbaru, Provinsi Riau, Indonesia (Religious observance and bureaucratic misconduct of civil servants in Pekanbaru, Riau Province, Indonesia)

Abstract


Ajaran agama Islam merupakan sumber utama bagi meningkatkan integriti diri kakitangan awam. Ketaatan beragama mampu menghindarkan kakitangan awam daripada melakukan perkara-perkara dosa. Profesionalisme tanpa diiringi dengan ketaatan beragama tetap akan melahirkan perilaku buruk yang akan merugikan banyak pihak. Persoalannya adalah sejauhmana ketaatan beragama kakitangan awam di Kota Pekanbaru, Provinsi Riau mampu mencegah amalan maladministrasi (urus tadbir yang buruk) di pejabat ?. Kajian ini dijalankan untuk meneliti hubungan ketaatan beragama dengan amalan maladmistrasi birokrasi dalam kalangan kakitangan awam di Kota Pekanbaru, Riau. Borang soal selidik telah diisi seramai 250 kakitangan awam dari lima agensi yang menyediakan perkhidmatan secara langsung kepada masyarakat. Hasil kajian mendapati bahawa terdapat hubungan yang signifikan (negatif) antara ketaatan beragama dengan amalan maladministrasi birokrasi (r=-.379**). Semakin tinggi tahap ketaatan beragama seorang kakitangan awam, maka akan semakin rendah tahap amalan buruk di pejabat. Sebaliknya, semakin rendah tahap ketaatan beragama seorang kakitangan awam, maka akan semakin tinggi tahap amalan buruk semasa bekerja di pejabat. Kajian ini mencadangkan mengenai pentingnya usaha meningkatkan tahap ketaatan beragama kakitangan awam melalui program-program kearah perbaikan akhlak kakitangan awam.

Islam is the main source of ethical values for Muslim public servants to improve their professional integrity. In theory then religiosity should discourage civil servants from committing sinful acts that will hurt many parties. The question is to what extent has the religiosity of civil servants in Pekanbaru, Riau Province been able to prevent administrative and bureaucratic misconduct. This study was conducted to examine this relationship between religiosity and buraucratic misconduct among public servants in this part of Indonesia. To obtain primary data for the study questionnaires were administered to 250 civil servants of five agencies that provide services directly to the Pekanbaru public. The study found that there was a significant negative relationship between religiosity and bureaucratic misconduct (r=-.379**). The higher the level of the administrators’ religiosity, the lower the level of misconduct in the office. Conversely, the lower the level of the bureaucrats’ religious observance, the higher the level of misconduct in the office. This points to the importance of enhancing religious consciousness among public employees through deliberate programmes for the staff.
