Ulasan Naratif Terhadap Pelaksanaan Matlamat Pembangunan Mampan (SDG): Cabaran dan Masa Hadapannya di Institusi Pengajian Tinggi Awam (IPTA) (A Narrative Review On Sustainable Development Goals (SDG) Implementation: Its Challenge and Future in Public Higher Education Institutions (PHEI))

Abstract


The Sustainable Development Goals (SDGs) are an important global agenda that emerged as every country in the world strives to achieve developed nation status in the future. The establishment of the SDG agenda is an integrated effort that requires careful and systematic planning to achieve each targeted goal. The interconnected nature of living and non-living elements for each targeted goal makes this agenda highly relevant for implementation worldwide. Malaysia is a country that continues to support the strengthening of the SDG agenda. However, the achievement of the SDGs in Malaysia has not been very effective, as current practices remain micro in nature and are difficult for certain segments of society to understand. Weaknesses in SDG management governance, such as deficiencies in monitoring and reporting frameworks, constraints in financial resources and infrastructure, limited collaboration, and limited community participation and awareness, represent major challenges in achieving the SDGs effectively. Therefore, this article aims to examine the challenges in the implementation of the SDGs in Malaysia and to propose improvement approaches through literature analysis and policy document review using a narrative review method. The study analyzes various sources such as government policies, official reports, and academic journal articles to understand the context of SDG implementation within public higher education institutions. The findings indicate that the implementation of the SDG agenda on a more micro scale should be strengthened through the formulation of comprehensive sustainability strategic plans to ensure deeper understanding among all societal levels. Furthermore, the role of top leadership in supporting and empowering the existing SDG agenda serves as a catalyst for institutions to ensure that SDG initiatives continue to flourish and become a sustainable practice.
