KERAJAAN KLEPTOKRATIK PASCA REFORMASI DI MALAYSIA DAN INDONESIA (Kleptocratic Government Post Reformation in Malaysia and Indonesia)

Abstract

Kleptokrasi merupakan pemerintahan sebuah negara yang diperintah oleh kleptokrat yang memerintah dengan cara mengaut kekayaan peribadi melalui pemindahan hasil negara kepada mereka secara tidak sah. Hasil negara ini dipindah melalui pelbagai kaedah seperti rasuah dan salah guna kuasa yang menyebabkan negara mengalami kerugian dari perbuatan salah laku mereka. Tujuan artikel ini ialah membincangkan amalan kleptokrasi pasca era reformasi dalam pemerintahan di Malaysia dan Indonesia. Artikel ini berhujah, elemen pemerintahan kleptokrasi di Malaysia mula wujud selepas era Reformasi khususnya ketika era pemerintahan Najib Razak, manakala elemen pemerintahan kleptokrasi di Indonesia pula berakhir selepas munculnya era Reformasi dengan jatuhnya pemerintahan Soeharto. Pemerintahan kleptokrasi yang wujud ini telah mengakibatkan berlakunya penyalahgunaan kuasa, pelanggaran undang-undang, dan amalan rasuah sehingga memberikan impak yang besar terhadap pembangunan politik kedua-dua negara terbabit.

Kleptocracy is a government run by kleptocrats who governs to accumulate personal wealth through the illegal possession of public resources and goods. The outcome of this move through various methods such as corruption and abuse of power causes the country to suffer losses from their misconduct. This article discusses the development of kleptocracy in the post-Reformation era in Malaysia and Indonesia. It argues that the Malaysian government shifted towards kleptocracy after the Reformation specifically, during the regime of Najib Razak, whereas Indonesia shifted away from Kleptocracy after Soeharto’s rule. The action of these kleptocractic governments have resulted in the abuse of power, the breach of law, and the practice of corruption which has had a huge impact on the political development of the two countries.
