Abstract


Malaysia’s higher education system has shown significant progress and rapid growth at the global level. Over the past few decades, this sector has undergone various transformations, including the formulation of higher education policies, the expansion of public and private institutions, and increased international student mobility. These dynamic and modern higher education policies have attracted international students and created opportunities for them to pursue their studies in the country. However, the phenomenon of international student visa misuse in Malaysia has become increasingly widespread and concerning in recent years. Therefore, this article discusses the issue of international student visa misuse in Malaysia and its implications for human security through a literature review. This research adopts a qualitative approach and applies content analysis of secondary sources, including scholarly books, academic theses, journal articles, and government documents related to the issue. The concept of human security is applied to frame the analysis. The findings indicated that international student visas have been used as tools for human trafficking and organized crime in Malaysia. Furthermore, there are evident weaknesses in enforcement and post-entry monitoring of international students. The study recommends further empirical research to examine the underlying factors of their presence and its implications of this issue on human security landscape in Malaysia.
