Program Bimbingan Kesedaran Halal Untuk Pelarian (Refugee) Di Malaysia: Suatu Tinjauan Awal (Halal Awareness Guidance Program for Refugees in Malaysia: A Preliminary Review)
Abstract
Kesedaran halal terutamanya dalam perihal pensijilan Halal Malaysia diajarkan secara konsisten dan sistematik melalui silibus pendidikan di sekolah. Walaubagaimanapun pendedahan isu pensijilan Halal dalam kalangan pelarian masih lagi terbatas. Hal ini telah mewujudkan pelbagai cabaran yang dihadapi oleh kelompok pelarian di Malaysia dalam mengamalkan prinsip Halal dalam kehidupan seharian malah membawa kepada permasalahan yang kritikal kepada isu kepenggunaan masyarakat setempat disebabkan oleh perbezaan mazhab, tahap pendidikan dan pengetahuan halal secara menyeluruh. Perkara ini telah menyukarkan pelarian mengamalkan prinsip halal berpandukan kepada prosedur persijilan Halal Jakim. Ironinya ini akan mengganggu keutuhan ekosistem halal yang merangkumi sektor pembuatan melibatkan pekerja warga asing daripada kalangan pelarian. Pelarian juga cenderung melakukan kesalahan atau tidakpatuhan sekiranya mereka menjadi pekerja yang mengendalikan urusan pengeluaran bahan mentah seperti di rumah sembelihan, penyediaan makanan, dan juga sektor yang berkaitan halal disebabkan tiada bimbingan khusus. Kajian tinjauan awal ini membincangkan keperluan program bimbingan kesedaran halal khusus kepada sekolah kanak-kanak pelarian berdasarkan kaedah tinjauan artikel berdasarkan dua tema utama iaitu “kesedaran halal dalam kalangan pelarian”, dan “modul pendidikan halal”. Hasil kajian mendapati bahawa keperluan modul bimbingan kesedaran halal khusus kepada kanak-kanak pelarian yang bakal bekerja sebagai buruh ekonomi di Malaysia memerlukan modul bimbingan yang komprehensif dari segi laras bahasa, kefahaman halal, mazhab, taraf pendidikan dan peruntukan undang-undang.
Abstract: Halal awareness, particularly concerning Malaysia’s halal certification, is taught consistently and systematically through the school curriculum. However, exposure to this issue among refugees remains limited. This has led to various challenges faced by refugees in Malaysia in practicing halal principles in their daily lives. Furthermore, it has caused critical consumer-related issues within the local community due to differences in Islamic schools of thought (mazhab), education levels, and overall halal knowledge of the refugees. These factors have made it difficult for refugees to follow halal principles according to JAKIM’s certification procedures. Ironically, this would disrupt the integrity of the halal ecosystem, particularly in the manufacturing sector, which often involves foreign workers from the refugee population. Refugees are also prone to commit offence or non-compliance if they are employed in handling raw materials, such as in slaughterhouses, food preparation, and other halal-related sectors, due to the lack of proper guidance. This preliminary study discusses the need for a halal awareness guidance program specifically for refugee children's schools. The study is based on a review of articles focuses on two main themes: “halal awareness among refugees” and “halal education modules”. The findings highlight the critical need for a comprehensive halal awareness module tailored for refugee children, who are likely to join Malaysia’s economic labour force. Such a module should address language proficiency, understanding of halal principles, differences in Islamic schools of thought, varying educational levels, and the legal frameworks governing refugees.
