SEKURITI MAKANAN BERLANDASKAN KONSEP HALALAN TOYYIBAN: ANALISIS DARI PERSPEKTIF MAQASID SHARIAH (Food Security Based on the Halalan Toyyiban Concept: An Analysis from the Maqasid Shariah Perspective)
Abstract
ABSTRAK
Sekuriti makanan konvensional tidak mementingkan konsep halalan toyyiban dalam perlaksanaannya. Maka pada setiap rantaian bekalan makanan dan tiang-tiang sekuriti makanan akan mewujudkan keraguan dan kelemahan dalam pengurusannya. Memperkasakan konsep halalan toyyiban sebagai corak dan kaedah pengurusan pembangunan sekuriti makanan akan menjadikan sekuriti makanan itu lebih inklusif. Oleh yang demikian, penulisan ini membincangkan sekuriti makanan dengan melihat konsep halalan toyyiban sebagai landasannya. Penulisan ini juga menggunakan pendekatan dengan melihat sekuriti makanan berlandaskan konsep halalan toyyiban dalam kerangka maqasid shariah memandangkan ia adalah natijah yang dikehendaki syarak. Penulisan ini berbentuk kualitatif berasaskan data-data dan maklumat daripada kajian kepustakaan dan seterusnya ia dianalisis berdasarkan pendekatan deduktif. Kesimpulannya, pelaksanaan sekuriti makanan berlandaskan konsep halalan toyyiban selaras dengan tuntutan maqasid shariah, peningkatan akses kualiti makanan, memperkukuhkan ketersediaan dan kestabilan makanan golongan kurang berkemampuan, menjamin rantaian makanan kepada penggunaan yang halal dan mengelakkan pembaziran makanan.
ABSTRACT
Conventional food security does not take into account the concept of halal toyyiban in its implementation. So on every food supply chain and on food security pillars will create doubts and weaknesses in its management. Empowering the concept of halal toyyiban as a pattern and management method of food security development will make food security more inclusive. Therefore, this paper will discuss food security by looking at the concept of halal toyyiban as its foundation. This paper also uses an approach by looking at food security based on the concept of halal toyyiban in the framework of maqasid shariah as it is the desired result of shariah. This writing is qualitative based on data and information from the literature review and then it is analyzed based on deductive approach. In conclusion, the implementation of food security based on the concept of halal toyyiban in line with the demands of maqasid shariah, improving access to food quality, strengthen the availability and stability of food for the less fortunate, ensure the food chain to halal consumption and avoid food waste.
